BTS programmes in Luxembourg demonstrate strong professional relevance and emerging quality culture11/05/2026

The Brevet de Technicien Supérieur (BTS) programmes in Luxembourg provide a robust and professionally oriented form of EQF level 5 higher education, according to the NVAO’s Overview Report on the BTS Programme Assessments 2024–2025, published today.

Drawing on the external assessment of eleven programmes, the report highlights a sector characterised by strong labour market alignment, practice-based learning and committed teaching teams, while also identifying system-level opportunities for further enhancement.

Strong alignment with the professional field 

Across the assessed programmes, the assessment panels appointed by the NVAO consistently confirm that BTS graduates are well prepared for entry into the labour market. Programme objectives are closely aligned with professional requirements, and curricula typically combine theoretical foundations with a substantial proportion of practice-based learning, including internships and applied projects. Graduates are frequently described by stakeholders as “ready-to-hire”, reflecting the effectiveness of the programmes in preparing students for immediate professional engagement. 

Practice-oriented learning environments and engaged staff 

The report points to the strength of learning environments characterised by “learning-by-doing”, authentic professional contexts and strong engagement with external stakeholders. Professionals from the field are actively involved in the programmes, contributing to guest lectures, mentoring and assessment.Teaching staff are described as committed, accessible and closely involved in student guidance, supported in many cases by well-developed tutoring systems. 

Quality culture: strong but still maturing 

Several panels raise concerns about the development of quality culture within the BTS programmes. While informal feedback loops and responsiveness to stakeholders are well established, the formalisation of internal quality assurance systems remains an important area for development. In particular, the report points to the need for more systematic implementation and documentation of internal quality assurance activities (through the so-called Plan-Do-Check-Act cycle) and greater transparency of these arrangements.  

Key areas for further development 

The overview report identifies several cross-cutting challenges and opportunities across the BTS landscape: 

  • ensuring that intended learning outcomes remain clearly aligned with the European Qualifications Framework level 5; 
  • strengthening progression pathways towards bachelor-level studies; 
  • improving the visibility and positioning of BTS programmes within the national education landscape; 
  • enhancing the integration of emerging technologies, including generative AI, within curricula and assessment practices; 
  • supporting programme sustainability in the context of small-scale provision. 
Towards a mature quality assurance system 

The findings also reflect the broader development of Luxembourg’s quality assurance system following the introduction of the 2023 higher education legislation and the designation of NVAO as external quality assurance agency in 2024. The report emphasises that external assessment should be understood not merely as a compliance exercise, but as a catalyst for strengthening quality culture and supporting continuous enhancement across the sector.
