The Brevet de Technicien Supérieur (BTS) programmes in Luxembourg provide a robust and professionally oriented form of EQF level 5 higher education, according to the NVAO’s Overview Report on the BTS Programme Assessments 2024–2025, published today.
Drawing on the external assessment of eleven programmes, the report highlights a sector characterised by strong labour market alignment, practice-based learning and committed teaching teams, while also identifying system-level opportunities for further enhancement.

On Friday 6 March, the Flemish Government approved, on the proposal of the Flemish Minister of Education, Zuhal Demir, a concept note on the reform of teacher‑education programmes. The minister based her decisions in part on the NVAO report “Study and policy advice on quality enhancement in teacher education”, which the NVAO presented to the minister on 1 December 2025.

On 19 December 2025, the Flemish Government formally adopted the assessment and operational frameworks for the Flemish quality assurance system 2025–2031. This decision establishes the formal framework for the application of the quality assurance system during the period 2025–2031.

In this exploration, NVAO examines the extent to which programmes and review panels, based on review reports, pay attention to generative artificial intelligence (Generative AI) and related concepts.
