NVAO Netherlands publishes initial exploration of Generative AI02/02/2026
NVAO, the Netherlands division, has published the report Initial Exploration of Generative Artificial Intelligence – Thematic Analysis of Quality Assurance. In this exploration, NVAO examines the extent to which programmes and review panels, based on review reports, pay attention to generative artificial intelligence (Generative AI) and related concepts.
The analysis shows that attention to Generative AI in higher education has increased significantly since 2023, particularly within research universities. In the most recent study period (with decision dates from 1 November 2024 to 14 August 2025), Generative AI and related terminology are mentioned in more than half of programme reviews.
Focus on assessment and safeguarding standards
The attention in the reports primarily focuses on assessment. Programmes and review panels mainly identify risks related to fraud and the validity of written final assignments. They recommend, among other things, exploring alternative and additional forms of assessment and clarifying existing guidelines and policy frameworks.
At the same time, review reports pay limited attention to the implications of Generative AI for the assessment of final theses and to the alignment between intended learning outcomes, teaching, and assessment. Other aspects also remain underexplored, such as the impact of Generative AI on intended learning outcomes and the AI literacy of teaching staff. The approach to Generative AI within higher education and quality assurance is therefore not yet fully integrated.
Follow-up actions
In the publication, NVAO outlines three follow-up actions: developing concrete institution-wide guidelines for the use of Generative AI in education and assessment; adopting an explicit, deliberate, and integrated approach by programmes; and addressing Generative AI more explicitly within quality assurance procedures. The initial exploration will be repeated periodically and will serve as a basis for further research.
