Frameworks for the Flemish Quality Assurance System 2025–2031 formally adopted and published06/02/2026
On 19 December 2025, the Flemish Government formally adopted the assessment and operational frameworks for the Flemish quality assurance system 2025–2031. This decision establishes the formal framework for the application of the quality assurance system during the period 2025–2031.
The development process
The frameworks were developed on the basis of the evaluation of the Flemish quality assurance system 2019–2025. Throughout this process, NVAO invested extensively in coordination and dialogue with the higher education sector and other relevant stakeholders. Input was gathered through the Ronde van Vlaanderen, a comprehensive stakeholder consultation, and discussions within the Advisory Platform (Klankbordoverleg). The evaluation report by IDEA Consult also provided an important foundation for the further development of the frameworks.
In response to the findings and recommendations of this evaluation, NVAO implemented targeted adjustments, with particular attention to the transparency of procedures, the clarity of decision-making processes, and the coherence of the quality assurance system as a whole. The assessment framework for the institutional review was substantively refined and updated. Other assessment and operational frameworks were aligned accordingly, primarily through editorial clarifications and updates, to ensure consistent alignment with the principles underpinning the quality assurance system 2025–2031.
The frameworks
The adopted frameworks provide higher education institutions, review panels, and other stakeholders with a clear and coherent frame of reference for institutional reviews, programme accreditations, and assessments of new programmes. They support institutions in assuming responsibility for quality and are aligned with NVAO’s Appreciative Approach. In continued dialogue with the higher education sector, NVAO will oversee the careful and consistent implementation of the quality assurance system.
